    This has been done in other places – by seeding. In some areas they have involved everyday people. All that’s needed is a pier, or access to post, or something in the water. People pick up seed kits and attach them to a pier/post on their property etc. They monitor them for growth, and then when they reach a certain stage they’re turned back for direct seeding into the bay. These programs have been successful in other regions, so much do that when people are done with their first “kit”, they ask for another, and then another.
